CEF Grant of Nearly €3.4 Million for Further Research into Rail Development in North Sea Port
The European Union highlights the importance of sustainable, future-oriented cross-border rail development in North Sea Port with a grant from the Connecting Europe Facility (CEF). This financial contribution enables the Rail Ghent Terneuzen project organization, comprising ProRail, Infrabel, and North Sea Port, to conduct further research and facilitate a participatory process with the local community.
Daan Schalck, CEO North Sea Port: “Currently, about 10% of freight transport between the port and the hinterland is carried by rail. The rail connection between Terneuzen and Ghent has already secured commitments of nearly €240 million from both the Dutch and Belgian federal governments for full implementation. With this additional support from Europe, we can focus our efforts on sustainable transport via rail within our port area."
Benoît Gilson, CEO Infrabel: “This cross-border rail development project in the port area aims to promote freight transport by rail, supporting the modal shift from road to rail transport. Alongside other infrastructure projects and rail investments, Infrabel is committed to providing sustainable and customer-oriented solutions in and around North Sea Port. Ports are engines of our economy and mobility and are thus critical links in our society."
ProRail CEO John Voppen also welcomes the additional funding for international rail freight transport:“Rail freight doesn't stop at the border; it connects all of Europe. That's why it's vital to include cross-border considerations in our planning and studies, strengthening our efforts to achieve shared goals. I'm thrilled with this development."
Part of the European Green Deal
The grant, awarded by the Connecting Europe Facility (CEF), supports the acceleration of sustainable modal shifts within Europe’s transport networks (the Trans-European Transport Network - TEN-T). This initiative aligns with the objectives of the European Green Deal, providing momentum to achieve sustainable rail transport as an alternative to road freight. These rail developments contribute not only to economic growth in the region but also to creating a favorable and sustainable business environment.
Community Engagement
The research into rail developments also emphasizes community engagement. The project partners aim to deliver social and economic value for businesses, the region, and local residents.
Previous studies identified that rail freight in the port area could be enhanced through the following three expansions:
- Rail link between Axel in the Netherlands and Zelzate (Belgium)
- A new southeast arch at the Sluiskil Bridge
- A rail connection on the northern side of the tracks at the Kluizendok
Exploration Phase and Participation Process
Exploration analyses will begin in the summer of 2023, with the surrounding community involved in the process. ProRail and Infrabel are engaging with local residents and organizations. During the initial study phase, Infrabel will publish a start note and a project note, while ProRail will release a kick-off in the Netherlands. These documents outline how the community will be involved in the project.
